
The Purpose of the FSMB is for FSMC signatory nations to work on a government-to-government, nation-to-nation basis with Canada to make consensus decisions and recommendations on collaborative governance, management and conservation of Fraser Salmon at the migratory route scale.
This is mandated via the 2019 Fraser River Collaborative Management Agreement (FSMCA) which was ratified by more than 80% of the FSMC’s Signatory Nations, and was signed by Minister Wilkinson and FSMC President Darren Haskell on July 5, 2019 at Katzie First Nation. This Agreement puts First Nations at the decision-making table for the management of Fraser River salmon by stipulating a truly collaborative process and structure.
The Board’s role is outlined in the FSCMA, in the FSMB Terms of Reference and in a growing body of protocols and procedures which FSMB has been working to develop. The board holds formal monthly meeting, with additional focused work conducted at task group meetings in between.
FSMB’s work is supported by the Joint Technical Committee, which consists of 5 DFO and 5 FSMC reps. The DFO and FSMC JTC co-chairs attend monthly FSMB meetings, as do DFO and FSMC support staff who assist in implementing FSMB decisions. In addition to coordinating the Tier 1 voice, the FSMC functions in the role a communications Secretariat for the FSMB.
